What is the Justice40 initiative?
The Justice40 Initiative aims to deliver 40 percent of the overall benefits of federal investments in climate and clean energy, including sustainable transportation, to disadvantaged communities. But how are those communities determined, and who is left out?
This analysis looks at which communities are identified as disadvantaged in the Justice40 screening tool and which communities fall short.

What if median income was considered as pecent of area median income?
The Justice40 screening uses the median income as a percent of the area median income as an indicator under "Training and workforce development" in combination with a requirement that less than 10% of the population has attained a high school degree. However, the median income as a percent of AMI is often used as an indicator for low income because it better reflects the local cost of living compared to the federal poverty figures.
